Responsible Development Framework
The Alliance is pro-growth, not anti-data-center. We support responsible digital infrastructure development that protects communities, creates local business opportunity, improves transparency, and helps lawmakers make informed decisions.
Six pillars of responsible growth
Transparent Planning
Communities deserve advance notice and clear information about proposed projects, their scale, and their impacts — before approvals, not after.
Local Economic Participation
SC businesses — electrical, HVAC, fiber, security, engineering — should have a fair opportunity to participate in projects built in their communities.
Resource Accountability
Power and water demands must be planned against grid capacity and watershed limits, with costs and upgrades disclosed to the public.
Verified Job Creation
Incentives should be tied to verified permanent jobs and construction workforce — not just announced projections.
Environmental Stewardship
Noise, traffic, light, water, and habitat impacts must be assessed, mitigated, and publicly reported.
Lifecycle Responsibility
Every project should have a decommissioning plan and public reporting commitments from day one.
Ten questions every community should ask
